Can Alexa make my phone ring when it is on silent?

Not on its own. Alexa finds your phone by calling it, and a silenced phone does not ring for any caller. The only way through is to save the number your Echo dials from as a contact and allow that contact in your Focus or Do Not Disturb settings, which has to be done in advance.

No. Alexa has no "make my phone scream" command. What it has is Alexa-to-Phone calling, which places an outbound call to your number, and a call is exactly the thing silent mode was invented to stop.

There is no setting on the Echo side that changes this, because the Echo is not communicating with your phone at all. It is communicating with your phone network.

What you can do, if you want Alexa to be the tool:

  1. Find out which number your Echo calls from. Look at the missed call on your phone after a test call, and save it as a contact.
  2. On iPhone, go to Settings > Focus, pick each Focus you use, tap People and allow that contact. Turn on Allow Repeated Calls so a second call within three minutes gets through.
  3. On Android, open Settings and find Modes or Do Not Disturb, allow that contact under calls, and turn on Allow repeat callers, which lets a call through when the same person calls twice within fifteen minutes.
  4. Turn the ringer back on. None of the above helps if the physical mute switch or the volume is the thing keeping the phone quiet.

That is a real fix and it is fragile. It stops working when Amazon changes the outbound number, and the exception you created is open to anyone dialling from it.
